How Malaysia Taxes Alcohol — The 3 Layers

1. Excise Duty (RMCD)

The biggest tax. Charged per dal (10 litres) of pure alcohol. Beer: RM175/dal pure × ABV%. Wine: RM450/dal flat. Spirits: RM150/dal pure × ABV%. This is why a RM50 bottle of vodka becomes RM150 at retail.

2. Customs Duty (Imports only)

15% ad valorem on CIF (Cost + Insurance + Freight). Local production (Carlsberg Brewery Malaysia, Heineken Malaysia) skips this. Singapore-bottled wine still pays customs as a foreign product.

3. Sales & Service Tax (SST)

10% on the running total (CIF + Customs + Excise). Charged at point of sale. Replaced 6% GST in 2018. Hotels, bars, and restaurants charge an additional 10% Service Charge on top — that's NOT tax, it's their margin.

That means a RM50 CIF bottle of wine arrives at retail at approximately RM110-130 after duties (before retailer margin). Sparkling wine and fortified wine pay the same RM450/dal rate.
Is there import duty on wine in Malaysia?
Yes. Imported wine attracts 15% customs duty on CIF (Cost + Insurance + Freight) value, plus the RM450/dal excise duty, plus 10% SST on the total. In addition, Malaysia restricts wine imports to licensed importers — direct personal imports are limited to 1 litre duty-free allowance for arriving travellers.
